Can i sue my doctor for not treating my chronic back pain?

For the past 2 years I have suffered from severe back pain and shoulder pain. Since I am poor I haven't been able to see a doctor but 7 months ago my back pain became disabling and I got desperate so I signed up for the counties insurance which is free to me since I'm poor. The one and only doctor I can see tried every non narcotic Med in existance and when none of that worked I was told to deal with the pain. They sent me to several specialists but none have figured out what the problem is since all my x rays were negative. Finally a doctor ordered an MRI but since he was not listening to my complaint he ordered the MRI of the wrong part of my back. Then a different specialist ordered an MRI of the other part of my spine but again nobodies listening to me I have told several doctors the pain is not in my spine but more in my shoulder blade. I have given them diagrams marked where it hurts I've doented every time I've told them where I hurt and even draw on myself with black markers then took pics of it but still I have gotten no help I have been unable to work for 7 months due to the pain and I want to know if I can sue them for not at least curbing the pain enough for me to return to work while they figure out what's wrong I'm hoping if I have a case that will at least get them to treat me.
