How to go about gaining your license back from a suspension not DUI related?

Friend of mine lost his license for a reason other than DUI.. or any drug relation.. Paid reinstatement fee, provided financial responsibility.. come to find out he needs a judge to reinstate his license... How would he go about filing the right papers to have his case heard?? Are there any type of forms he could fill out and do it with out an attorney? The reason he has to have it reinstated by a judge is a mistake on the courts end the way of wording so he would like to do this as quickly and inexpensive as possible...if any of you can help out, or have some good advice... please let me know :)
