I guess local CBS affiliates get to choose not to show the local team games if they want?

I live in upstate New York and I usually get stuck with crappy Jet games on CBS. I am amazed that I am able to watch the Steelers vs. Patriots with a Jets game going on at the same time. Do the local affiliates get to choose which game to choose even if the "home team" is playing a game at the same time? I would have thought they would be obligated to show the Jets game.
