Landlord won't make repairs?

Don't withhold rent, that could come back to haunt you. Call your local Housing Authority, or equivalent, (I don't know where you live.) They can best ist you regarding your rights, as well as, enforce any repairs, violations, or fines against your landlord according to building and safety codes. There are laws in every community that regulate such matters.
